Parliamentary republic and strong local self-government would save Ukraine, not dictatorship of prefects and of presidential vertical
President Zelenskyy, speaking at a meeting of the Council for the Development of Communities and Territories, spoke about his vision for the further development of the decentralization reform. He confirmed his intention to build a presidential vertical of prefects. These appointees must control the situation on the ground with a firm hand and ensure the unitarity of the state.
Attempts to implement such a model of ‘decentralization’ have been made in the history of Ukraine many times. The predecessors of the current president, Viktor Yanukovych and Petro Poroshenko, also clung to preserving their vertical of power and presidential control over local government. They tried to replace local administrations with prefectures in order to control everything, but remain responsible for nothing. This approach has nothing to do with the development of communities.
OPPOSITION PLATFORM - FOR LIFE declares its fundamental objection to the strategy introduced by the government. Replacing administrations with prefectures, whose heads will be appointed by the president, will not give real powers to local self-government. It will only consolidate the irresponsible dictate of the center and inevitably lead to the curtailment, not the development of self-government.
Full decentralization can be carried out only through the transition to a parliamentary republic. Elections of not only governors of communities, but also of heads of regional local self-government bodies, ensuring their ability to shape the national course. We will support such a reform.
